Newbie help on maintaining hierachical relationships

We are designing an intranet and we are publishing our branch offices' information. Each branch is in a district, and each district is in a region. I have designed all the pages (and they work!) for users to view the information. My boss now wants me to design an administrative app that will be used by an admin asst up in Branch Ops. We want her to have the ability to move branches to other districts and entire districts to other regions.

My thinking is that the easiest way to do this is with a tree view control. However, I know that programming the MS treeview control was a bear, so:

Is there an easy to use treeview control that will work for both IE 4+ and Netscape 4+?

Is there a better/easier way to do this?
