new version 2 config file

Can anyone tell me how to get the new version 2 IP phones to accept changes to the config file.
I have tried to put a secondry gatekeeper and changes to the tones but all the new version 2 phones ignore this in the D42x02 config but all version 1 phones will allow the changes made to the d4-config.
