new users not seen in global address list

Can anyone help me out here.
Last week I created new users. But they aren't seen when users go to the global address book.
Interestingly enough if I look in the all users list the new users are there. If I preview the global address list in exchange system manager the new users are also in that list.

I have rebuilt the global address list and forced a download of the list on the users computer but no joy.
The only way I can solve the problem is if I take outlook out of cached mode. But thats not a solution because we prefer to have outlook in cached mode.

Does anyone have suggestions ?

Can you see them in OWA? If so, sounds like the OAB generation isn't happening.

In OWA I cannot see the entire GAL. I have to put in a parameter to search on but yes the new users can be found.

I've done a rebuild on the GAL and they are no errors in the event viewer. How else could I tell if OAB generation isn't happening ?
