New Users' Mailboxes don't get created after sending messages 3

I ran a script that generates 2000 user accounts. I did this for testing purposed. Then I mailbox enabled each one. I then created a Query Based DL. I then sent several emails to the DL. None of the mailboxes got created. I thought the problem was the DL, so I checked the queue. All messages were there (it was quite a bit too).

I know Exchange is lazy and doesn't make the mailbox until a message is sent to it or the user opens it but geesh. I waited overnight. I could see the messages in the queue waiting to be delivered, but they never did. I set a pw and enabled one of the accounts and then tried to open the mailbox with that user. I figured it would at least create the mailbox then. It didn't.

After a whole bunch of hours passed by, it finally created that one single mailbox.
Finally I deleted everything out of the queue and deleted all of the user accounts. I am going to try again, but I need info on why this wouldn't work. Any ideas?

Sounds like trouble with the recipient update service ?

Have you tried rebuilding the RUS ?
 
I've had this before when new mailboxes are not updated with their X400 & SMTP Address. If rebuilding the RUS fails then restart the System Attendant service. Best doing this out of office hours.

I restarted all of the services including the server itself hoping that would clean up anything that was hung. It didn't.

When you look at the email addresses for one of the accounts, does it have the x.400 and SMTP addresses assigned?

If not, go into ESM, Recipients>Recipient Update Services. on the right, right click on the Recipient Update Service (Enterprise Configuration) and click REBUILD. Wait for a while, then check the addresses again. Do the same for the Recipient Update Service (DOMAIN).

Yeah, it has both SMTP and x.400 addresses. I rebuilt the RUS (both for the Enterprise and the Domain) but that didn't do it either. I wonder if memory or HD is a problem here. I am running this Exchange server on a MS VPC 2004 with 256 MB and 16 GB HD with 10 GB free.

I found out the problem. There are actually 2 main causes.
1) One of the things that I had done before doing this whole project was that I promoted the Exchange server to a DC and then moved all the FSMO roles to it and DNS and WINS and Global Catalog etc and then demoted the previous DC after several hours of replication. This caused problem number 1 which was that in the RUS the domain controller that Exchange was trying to use was the original DC. I just pointed it to itself since it was now the DC.
2) When you create a bunch of users with a script, the users' don't have the Associated External Account mailbox right assigned to any users. I simply added that mailbox right to the SELF account on several of the mailboxes and then sent those mailboxes a message. The mailbox gets created right away. I found this problem in the event viewer. It was error 9548 that tipped me off to the problem.
