New user not connecting to session manager

Hi everybody, I have a problem when I'm trying to register a new sip station to session manager. If I disconnect a user that in this moment is working and then re connect it, station works properly, but when I try to register a new station, registration fails, I delete some users that I don´t need anymore thinking that it´s matter of licenses but new stations still not registering. Any idea?
