New User can't run internet explorer

I have been having trying to secure may laptop (since my kids use it). I made them a new user acct with limited power. When I log into the user acct, internet explorer only repeatively says "this page can not be displayed". As if the the laptop no longer has a interent connection. But I have Mozilla Firefox installed and can browes the web with no problem. I checked another user acct. and the same problem. The administrator acct. works just fine.

BTW I am running Windows Xp pro.

Any ideas what is going on ??

This may sound basic but have you tried to make sure the firewall is turned off for the users. Run I.E. again and see if the problem continues.

Right click on My Network Places. Then right click on the network connection. Select the advanced tab and see if the firewall box is checked.

Well checked that out and the firewall is unchecked.
