New User and Address book Refresh period

We have a Domino 6.55 Server running as a web server. When we create a new web user the account does not work for 5-10 minutes. This may be due to a refresh period of the Address book or something similar and is not a big problem, but we have had a call or two from our helpdesk who setup the accounts. I could not see any errors in the log.nsf or the Domlog.nsf.
After 5 to 10 minutes the User can log in just fine.
Has anyone experienced this or know if there are any tuning parameters to shorted this refresh period.
