New to programming C++

When you are programming and you are not sure how to make your app do what you want it to do, what resources do you use to get the info you need.

For example, At work we use Novell server and win2K server in a mixed environment, one problem we have is, knowing if you are connected to the network before you try to log on. (Very useful in troubleshooting) also there are no built in diagnostic utilities to tell you if you are getting IPX connectivity. So I want to create a client utility that will automatically load before you logon and show you what protocols are actively and correctly sending and receiving info. I would like to integrate this into the novell/win2k logon dialog box.

so where might I get info on how to go about program something like this, since I have no Idea how to start?
 
I found info about Winlogon and GINA (Graphical Identification and Authentication) DLL, but this is a little to in-depth for what I'm looking for, does anyone have anything specific maybe even some commented source code. :)
