I am messing around trying to setup the default web site on a test server..I created a server certificate but who do i send it to so it gets certified? it created a text file for me..when cliking on the help link it took me to microsofts web site but very little help..

In order for the server certificate to be certified, it has to come from a Certified Root Certificate Authority. Normally, this is a large company like Verisign, Entrust or Thawte (but there are others). You simply go to one of these companie's websites and purchase a Certificate. You then install the certificate onto your server and enable SSL for viewing your website (the instructions for doing so within IIS: The other way this can be done is you could host a Certificate Authority within your organization. If this is the case, you can create your own certificates at will, but only those people who have your Certificate Authority's Root Server Certificate installed will trust the certificates that you create. This kind of scenario normally is used within an organization where data is encrypted and each user is granted a certificate for verification purposes.

Out of curiosity, do you have any webpages in your website? I ask because that page you're seeing is the plain, unchanged default website.
