New Page after Page Report Header

I started with a report that had a chart in the Report Header. I deleted the chart and resized the Report Header (smaller).
It starts the Page Header on the next page.
I checked the Section Formating and the only thing that is checked is "Free-Form Placement" and "Keep Together".

What else could I check for?

You checked the section formatting of what section? Did you check for formulas within the new page after option? The X2 will be red if there's something in there.

Check the section formatting for both the report header and the page header, an the subsequent sections, it might have a new page before turned on, or a formula inside (formulas are in the X2 next to the options).

I checked all sections to find a difference and I checked for the red formula indicator.
I found the problem in the menu for "change group..."
It was checked for "Keep Together" and the grouping was large.
