New Mail Envelope not working

HI, I have a strange problem. I've got over 300 users and this is only happening to a few. We are using Outlook 2002 and 2003. Under tools, options, email options and advanced options the "show envelope when new mail arrives" box is checked. We get the little notice that appears briefly and dissappears but the envelope does not appear. Any ideas???
