New group policy

I am new to using gp
I went in to AD and created a new OU and put a few pc's in it to test with I wanted to just use a simple one at first I made a policy that would remove the last login name, and one to point to a background bmp file. The login name is working correctly but the backfround isnt here is where I have went in to user configuration-->administrative templates-->desktop--> active desktop from there enabled active desktop and active desktop wallpaer and then pointed that to the file I want it to use, is this correct?

 
Are the users who logon to the computers, added to the OU?

User Configuration settings apply only to user accounts in the OU (not to computer accounts). As you have added the computers only, I suggest you to add the users to the OU or create a group policy with the appropriate settings and add it to the OU which has the user accounts.
