New EPN converts 9 to 1 when dialing out

I have just installed a single-carrier cabinet that we had removed from another location. It had been in storage for for about a year so the programming is new. We have 20 other EPN's installed and I have used those as a sample to build this one. This cabinet is built the same as all our other remote cabinets. I have built these before with no problem but this time we cannot call to an outside line from this EPN. When the caller dials 9 plus the outside number the set up digits get changed to 1 plus the outside number. This cabinet follows the same ars routing as all the other cabinets which have no problem dialing out.

I have a G3r running CM 1.3.
 
Check the location number of the one that isn't working compared to one that is under "disp cab X".

Each EPN has its own location (10 in this case) and nothing has been programmed in the ars table for location 10 so it should follow the "all" ars table. I did a list trace on one of the stations and it shows the correct routing, etc. but somehow the setup digits show 1 plus the 7-digit # so it will not go out.
 
Each EPN should not necessarily have it's own location. Try "change locations" and see what NPA is listed for the working ones vs location 10. Alternatively, just change the location number on the cabinet to the same as a working cabinet.

I found the problem. I forgot to put the HNPA in the location table. Now it works fine. Thanks for the suggestions.
