New CPU system wont turn on.

Just bought a new barebones system :
CASE RAIDMAX 268WBP
400W ALLIED POWER SUPPLY,
MB ASUS A7V8X-X/LAN KT400 RTL,
VGA EVGA|FX5200 LE 128-A8-N303-L6 R
CPU AMD|1700+ 1.4 ATHLONXP TBRED%
CPU FAN IGLOO 2320 (AMD/INTEL) RTL
I'm having a problem with the system turning on. The system will not power up the cpu fan or the power supply fan. The only thing I get is a super high pitch whine for about 5 seconds. No motherboard led light or any front cpu lights. I carefully checked all the connectors according to the book and can not get any power to show through the system. I have a 10 gig hard drive and a cd.floppy added,but nothing. I checked the 20pin motherboard connecter from the power supply and I get 5dcv from one of the pins but thats it. I have already exchanged the motherboard and powersupply with ABS company and still the same thing. I did test the power supply connector from the raidmax switch and I could not get an ohm reading change from the switch when I pushed it on and off. Maybe it's the box. what do you think?

Shouldn't get a high pitch whine. If you go to the pins on the motherboard where the switch connects and short those two pins the system should power up. If it does not you have a bad PS or MOBO. Since you've changed those if it still does not start I would check the FAQ here and if that won't work send the stuff back for a refund and buy from another company.
