new acount cannot log on to mail server

I have E2K. All my existing end-users are able to connect to my Exchange server via Outlook or OWA just fine. Any user account that I disabled and then enabled will not be able to connect to my mail server through OWA or Outlook anymore. Same goes for new user account. When open the user account from ADUC, I can see that an email address was created but when I logged on through Outlook, it say that "the GAL server is no longer" available while in OWA, I get "You are not authorized to view this page" and
"HTTP Error 403 - Forbidden
Internet Explorer"
Any suggestions brainiacs??
