networking with 98

I have done numerous networks with a mixed environment, but I am not having success with this one. I have setup static IP addresses, subnet, gateway and dns but cannot communicate between the two pc's. There is another 98 pc that can communicate with both but one 98 and the xp machine will not. They have a workgroup peer to peer setup with T1 access to the internet. I have turned off all firewalls, smart cards, and antivirus to no avail. Any suggestions are appreciated. Thanks, Daren
 
Have you tried using the network setup wizard? Sometimes that works in these situations (I had a similar problem with XP to ME) I tried to set it up manually as I had always done - no luck - then ran the setup wizard and made a disk - ran it on the ME machine - end of problem! It's worth a try anyway...
