Networking Windows 98 and XP

I have one XP pro PC and one 98 PC and I am trying to network them together in a peer to peer network. Both systems have the same workgroup name and they are using TCP/IP with unique static IP addresses in the same network. Both have 10/100 NICs and the hub ports light up for both PCs. When I try to ping from one PC to the other, I get a "timed out" message. Any ideas?
