network transfer difference between MS server 2000 & 2003

I had a friend ask me why the data transfer rate is differnce between server 2000 and 2003. I thought I remembered reading something about some security restrictions in 2003 that affected data transfer rates but I wasn't sure. Does anyone have an anser?
