network shares gone? security no longer in right-click menu

I have a problem on a Win2K machine were previously existing network shares are gone. The little hand icon under the folder and the printer have disappeared. Furthermore, when you right-click on any folder on the computer, Security is no longer an option in the menu. File and Printer sharing for Microsoft networks is still installed and Client for Microsoft Networks is also still installed. Any ideas? Has anyone seen this happen before? Thanks.
 
Are the Computer Browser and Server services still running?

The server service was turned off but turning it back on again did not fix the problem. I had to uninstall and reinstall File and Printer Sharing to make it work again.
 
Is it only the Security Tab that is missing or both the Share and the Security?

Possibilities: FAT32 file systems can't have file security.
