When using windows NT workstation 4.0, I have a difficulty opening the Network icon.
I get the error message (in Dutch) : "There was a problem while operating the Control Panel.
C:\WINNT\System 32\ncpa.cpl".

Can somebody help me fix this problem (without re-installing NT)?
 
What service pack are you running? If its not the latest try upgrading. Even if it is the latest, try applying again.

You say you're having trouble with this CPL file but not where you're launching it from. Try right clicking on Network Neighbourhood -> properties. If this doesn't work try control panel -> Network. Finally try the actual CPL file (held in \Winnt\System32 I think). I've had this problem before where it would run when you just double clicked the CPL file but not from the other two ways.

Download TweakUI. I'm not sure, but I think it has a repair feature for the Control Panel. Could be worth a try.

If I think of anything else I'll post.
