Network Permissions have changed how can I tell...

Recently on our business network a user account (that some of the network guys use) had the right to do certain things within Active Directory, suddenly this user account no longer has these particular permissions. Is there a way I can tell what permissions have changed on this network account?
 
Just to add some additional info, I checked with the network administrators and they currently don't have a clue what has happened to the permissions that this account previously held. No one intentionally made the change so I'm wondering if Active Directory could experience problems like this on it's own or caused by some other service.
