network connection view is empty

My network connection view is empty. and the network Conection server will not start. No errors in the event log.
ran NET stop "NETMAN"
then NET Start "NETMAN" get

System error 1060 has occurred.

The specified service does not exist as an installed service.


C:\>net stop "NETMAN"

The Network Connections service was stopped successfully.


C:\>net start "NETMAN"
The Network Connections service is starting........
The Network Connections service could not be started.

The service did not report an error.
