Hi,
Can you verify whether you are able to submit the backup from the server console?
This is anyway a job queue issue. Please follow the steps to have it resolved.
1. Goto server console and type "asutil"
2. Login with the admin account.
3. In the available options, pick the first option "Select this to Modify the User" and make the modifications successfully.
4. Do a verification of Arcserve Objects from the same Menu.
Start Arcserve and run a job from the Arcserve Manager.
