NetBackup 5.1 synthetic backup error

We are receiving the error below when trying to to a synthetic backup using NetBackup 5.1. The policy has 3 schedules in it, full, diff-inc, and synth-full. I run the full manual backup and it completes with no errors. I then run a diff-inc manual backup and it completes with no errors. I then run a synth-full and get the message below:
