Need to verify users in Access 97

I am converting documents from paper into a ms access database. Each document used to be signed off by the person that wrote the document and by a person who verified the document. I was wondering is it possible to have a similiar system in ms access 97. I have already implemented user level security but I see no way that, if say someone put there name on the database to say that they had verified the data, that person is who they claim they are.

I am very new to MS Access so if anyone has any ideas please let me know
 
Is your concern that people who ARE NOT who they say they are will do something wrong, or that PEOPLE will not do that which they HAVE to do to make it work, e.g. Sign Off on a Document?

In the first case you could set up a table of users and passwords in the database, and make people verify themselves before you let them make a change. So even if Joe comes along and sits down at Sally's NT workstartion, and opens the database unless he knows HER database password he won't be able to 'verify' a document.

The latter problem is a bit harder to reconcile, perhaps some sort of monthly update listing "The following people have NOT carried out assigned tasks in the database."
