Need to use regedt32 in Win98

I need to change a permission of a registry key for a user so the user can run an application. I cannot do it using regedit. Can regedt32 be used in Win98 and if not is there a utility that can be used in Win98 that will allow me to change permissions of a registry key?

Why can't you do it with regedit? If its just a matter of permissions then right click on Regedit.exe and rename it to Regedit.com It should run when you double click on it.
