Need to Generate Variables in HTML Report

I have set up a report that has HTML code in it and then has fields where the variables are needed. All of this is exported to an .rtf file (which is why I have to have HTML code as part of the report itself) which our operator then copies into a bulk loading auction program that only accepts .rtf files.

HOWEVER, there are image tags with an image file name generated from data entered in a field. The data entry person can choose 1, 2 or 3 images to include in the report.

Since I have to keep the image tags in tact in the report, how can I tell the report not to use tags 2 and 3 if the user only wants 1 image used in the HTML page (or any other combination of that ... they want 2, not three).

Currently, it's set up within the report like this:

This part is in a title box, which was the only way Access wouldn't read the special characters as parts of functions:

Then here I have a field box:
[Image1]

Then I follow it with the rest of the HTML code:

.jpg>

This is repeated 3 times [Image1][Image2] and [image 3].

Also, this pulls from a query wherein there may be 10 records, and each record would have either 1, 2, or 3 images needed in the outgoing report. The report must be a single document (10 pages if there are 10 records).
