Need to Block stations from dialing a UDP extension

Human Resources is requesting I block some stations from dialing the 5-digit electronic time clock extension

Problem is, the extension is a UDP and VDN at another location, so I cannot exclude by COR. Any thoughts?

What problems would I create if I make the extension a local VDN to the same destinaton in a vector route-to, and use COR to prevent stations from dialing the local VDN?

if its in another location, send it to a route pattern with a FRL of 7.
