Need help with Evntwin.exe (Event to Trap Translator)

If anyone is familiar with the Event to Trap Translator (evntwin.exe or evntcmd.exe), can you tell me how to get it to actually generate snmp traps? I've configured it to generate a trap on event 529 (bad user name or password), but my management server isn't getting anything. I've found virtually no documentation on this utility.
