Can you boot from a boot disk, and delete them?

This is an old Gateway Solo, PIII, W2K Pro laptop that my friend used where he used to work years ago. Looks like the cd-rom drive will not read anything. It spins up and I blew it out with compressed air but it won't read anything. So then I tried to get into safe mode which is password protected. It doesn't like his logon password. So I'm gettin nowhere fast....
