NEC Versa 6230 PC Slot/Win 98 cards not recognized

I did a clean install of Windows 98SE on an NEC 6230. The PCIMCA slot will not recognize my cards (I have tried a few, but I'm trying a 3Com 3C575. I have checked the NEC website and found nothing on this problem. I am running the latest BIOS recommended by NEC.
If I install Windows XP on this machine, the slot and card work fine.
Can anyone help?
