The 2 causes of this are
1. Trunk queueing/camp on set to the station.
2. Incorrect or missing IVR number in CM F83 (IVS only).
Check the trunk queueing/call back cancel code.
CM 200>#1>A005 (IVS2/IPS) or CM 200>#1>005 (IVS).
Or if #1 is in use find another available access code and set it to the above data.
Then at the station go off hook on the prime and dial the code.
