NDTSNoMatch 'octetstr.dll'

I'm installing exchange 2003 in a new domain. I know that some people have multiple mailboxes so I want to use the NTDSNoMatch Utility. I can succesfully download it, but the directions say to register the two .dll's that come with it. 'adssecurity.dll' registered fine, but when i attempt to register 'octetstr.dll', i get the following error:

LoadLibrary("octetstr.dll") failed - The specified module could not be found.

Microsoft doesn't offer thier version of NTDSNoMatch any longer - (KB article 274173)

Can anyone help me?
