NBTSTAT -c ????

Would any expert have any idea why I cannot connect to a workstation that is up and running, but appears in the NBTSTAT -c output??? even if I do a nbtstat -a xxxxxx (device name) it comes right back successfully. I have full administrative rights, but the workstation does not appear in the Network Places Icon. If I do a computer search thru the search function using either IP address or NetBios name, no luck. I am even running WINS on the server, and each work station is enabling NetBios over TCP. The network config is just a simple workgroup setup...no domain here. Strangely, I was once able to connect to that (those) device(s). THIS IS NOT ALL OF THE WORKSTATIONS!!! at the lower layers I can ping the device; the problem exists at the upper layers. I am stumped on this one....and every MS expert uses the "re-install" word...some system.
