Navigation greyed out!

I just purchased Frontpage 2003 and am trying to edit a site that was developed in Frontpage 2002. I can't access Insert - navigation as navigation is greyed out. Help please!

Thanks! I went into page options and checked in the author time web components - the navigation wasn't checked. Problem solved! Thanks again.
