NAT feature not working

Can someone shed some kind of light?

I lost connectivity to my Cisco 837 ADSL router recently, when I Hyper Terminaled to it I found myself at the ROMMON > prompt, the router had completely lost it’s IOS, I copied IOS c837-k9o3sy6-mz.123-4.T1.bin back into flash. I was then unable to get a working configuration, eventually I managed to copy two different working configs back in NVRAM which worked, however no NATing. I may internally telnet most TCP ports but not externally; I am only currently running FTP and RDC (3398) which are down. I can assure you that the running config is correct and the ACL rules have been entered in the correct order (as shown in the config).

I have tried a further IOS c837-k9o3y6-mz.122-13.ZH2.bin, but this has made no difference, I have cleared NVRAM, and used TFTP as well as HyperTerminal to upload configurations.

Please can you advise me if I may run a debug rule that may clear faults, possibly put the router back to factory settings? (I have run CTRL+Break) or the latest IOS that may resolve this issue, or finally is it a hardware fault?
