My rows keep moving

Is there any way of "fixing" a table that is within another table. I have a two column table with information on rows in the first column. I have merged the second column so it's one big space and inserted another table as I wanted to place images in it. However, when I insert the images it moves the rows on the left down.

Or is there an easier way to do this?
