My Picture Won't Show Up on a Form

Hey everyone, thanks for all of the help in the past, but now I'm having a picture problem. When I open a form my picture isn't showing up, instead it only shows the outline of the border and the filename (picture.jpg) inside the image, how can I get it to show the actual image there? Thanks
