My modem will not dial my isp number

I have a Creative Modem Blaster DI 5797. I have just changed ISPs and I have frequent problems connecting to my ISP. Sometimes it goes in with no problem, but other times (more than no problems) it will not dial my ISP number, but will dial ANY other number. When it does not dial I get a short beep from modem as if it is about to start dialling but then nothing! Please help it is driving my round the bend!

PS I have reinstalled driver from Creative site.
