My DNS Confusion - please help

We currently have several websites hosted at ISP "A".
They also host the mx record for our internal Exchange server.

However, ISP "B" provides us with a T1 and thus our external IP addresses.

Who should host my reverse lookup record?
ISP "A" did for years but has decided that they can no longer do this since they are not authoritative for that IP address.
ISP "B" says they cannot host the reverse lookup if they don't host the forward lookup. They say they can't host the forward lookup since ISP "A" hosts our websites.

Help - any advice would be appreciated!

For as far as I know ISP B should create a PTR record in the correct reverse lookup zone which corresponds with your external IP Address. This has nothing to do with the forward lookup zone. I have got the same situation:

ISP A hosts my website and runs my external forward lookup DNS zones and ISP B provides my network with internet connectivity and thus hosts the reverse lookup zone.

This is not true they should be able to do reverse lookup for you all they need to do is create a PTR record for your IP(s) and as long as you already have the forward lookup done it will work.

Looks like your ISP is trying to get you to park your domain(s) with them and will most likely charge you for it to.

 
On another note, if your ISP have given you a range of IP's for your T1 connection ask them for reverse delegation control of the IP range they have given you.
