I know this is a basic thing, but i don't know how to fix it.I have gif images which are borders(lines). it looks fine in full screen but as soon as i start adjusting the IE browser window the images don't follow the webpage. any suggestions would be great.

Make sure your dimensions are by pixel.. not percentage.

Is it standard practie to use everything by pixel?

That depends on whether you want WYSIWYG or not. If appearance of your page isn't critical, use percentage values. If you want your page to appear more exactly to what you originally designed, use pixel values.
The problem with using pixel values is that folks with smaller resolutions may have to scroll their screen to the right to see everything. Folks with larger resolutions will have a lot of blank space on the right side of the screen.
