MWI - MIC/MCK vs OCTEL

I have an Aria 250 with 2616 DMID attached to an OPT 81c Succ3.0. I send MWI to remotes over leased PRI voice - NO PROBLEM. I am now trying to send MWI over an IP T1 DCH. When I leave a message in a box - no light. When I MIC/MCK NO PROBLEM. What would be different between Octel using the MIC/MCK & my 2616 desk set using the MIC/MCK?? When I use DCH MSGO/MSGi the messages are identical. Cisco boxes in between. Voice & CPND travel with out issues.
 
are you qsig to the octel, voip or pri? just ran pri to a cisco call manager for voice over to wireless, which is voip over wireless... the rcap was qsig, that command not being in the book

DAMN YOU QSIG!! That seems to come up more than I like.
The Octel and Opt 81 are connected with 5 MWI ports. 25 pr off Octel to frame. 2616 configed w/MIC-MCK crosswired from 81c to the amp. Once MWI hits OPT 81 we PRI it to a Cisco 3700. RCAP is MWI & ND2
