Must buy Access 2003 AND VST for runtime distribution?

Friends,

I'm taking the plunge into the developer territory where I create not just an .mbe file, but a separately-executable runtime version of one of my databases, so that users do not have to have Access installed on their machines.

My understanding is that to do this in the past one bought just the Access Developers version and went from there. Am I correct in my understanding that now one must buy Access 2003 first, then get the developer's extensions by buying Visual Studio Tools?
