Multiuser in Access 2000?

I tried to enable a Access 2000 to be used by multi user at the same time.
On all PCs concerned, at Tools Menu->Options->Advanced, 'Shared access' and 'Lock Edited Record' has been selected.

When >1 user have the database open, whilst I could change the design for queries and tables, it would NOT let me change the design for Forms or REports!!! This only happens recently as well! How could I reenable this??

I have exactly the same problem if you or anyone else has worked out how to overcome this can you let me know.
