Multiple T1 Help

I am running a Cisco 7206 VXR with 12 T1s, 6 through one provider, 6 through another. I am currently balancing them using CEF, which I have been told isn't the best way. I am looking to upgrade to Fractional DS3s to get rid of my problems, but the higher ups are looking for justification as far as why we should go away from the multiple T1s. So if you have any links as to why I should go to the DS3s please let me know, or if you have a better solution please post that also.
