Multiple NIC Problem

I have two NICs. One that handles internal LAN and one that has a direct connection to the internet. The sole purpose of the the externally connected NIC is for VPN access. The problem I am having is that I can not seem to get the external card to work unless I include the ip address in the "Local Address Table." If I do this everything works fine except that I cannot set up a VPN connection. Any suggestions?
