multiple copies of "mstask.exe" and "services.exe" files.

I found that I have 3 copies of each of the 2 files residing in 3 different folders
The folders are:

C:\WINNT\$NtServicesPackUninstall$
C:\WINNT\ServicePackFiles\i386, and
C:\WINNT\system32.

Is it important to have all these files at the 3 different folders?
Is it safe to delete the ones in C:\WINNT\$NtServicesPackUninstall$ and
C:\WINNT\ServicePackFiles\i386 folders?
