Multiple computers with same IP Address

I have recently noticed that some IP addresses have multiple computers registered in Windows DNS. DHCP only has one computer registered with the address. Any ideas of how to fix this?
 
You'll probably need to track down the workstations that aren't supposed to have that IP address and set them back to DHCP. Sounds like they've hard-set their IP addresses for some reason or other..
 
I don't think that DHCP is the problem, I think that DNS is not removing old records. Some of the machines do not even exist anymore. I have scavenging set for 7 days, any other ideas?
 
Scavenging was set to the individual zones but was not configured at the server level. I think it has to be configured at both levels in order to work.
