Multi Lcoation Site- Site to site call issues

I have a multilocation site with LSP configured in another country, we are facing issue between the extension to extesnion to calls between the sites.
All location parameters are set and LSP is configured.
CM is 6.2.
When we make call to one country to another(ext to ext) some times the call is connected and and there are no issues,
sometimes the other phone rings when we pick up there is absolutely no audio. This issues only on hard phones and soft phones are working perfect.

location is 1 AND 2
network region is 1 and 2...

What should i set for ip to ip intra and inter fields, its current set y on both sides, also ip hairpinning is set to y.

All qos params have been downloaded on the gateways...

what could be the issue and what is the correct setting for these fiels..
please advice...

This is more then likely a network issue. I would work with you network team and do some testing. Make sure the IP packets are making the round trip.
You should also, check your ip-network-map, and make sure that the IP address ranges at each remote site or set for there network region. I have had the issue before, but for the life of me I can not remember what it was exactly.
