Multi Homed DCHP giving clients multiple IPs

We have an NT 4.0 SP6 DHCP server that is multihomed. We have been experiencing problems lately with the scopes(3) running out of addresses (which should not be possible with the amount of users we have).

When we check the scopes on the different segments, there are clients that show up as being leased for IPs on the different segments. So, the clients have IPs on two different segments and don't release either of them.

The leases have been set for 1 day, but I am not sure if that is a correct amount of time for a lease.

In addition, we have "bad_address" showing up in the scopes along with IP addresses with no computer name associated.

We ran the jetpack utility, but are still having problems.
